Cynthia "Cindy" Clover Shattuck
Her career began in 1979 after graduation from Oklahoma State University when she was hired as a clerk in the trust department at what was then known as Liberty National Bank and Trust. Bank officers had helped officials from OML and several cities to establish the Oklahoma Municipal Retirement Fund. Her community spirit, can-do-attitude, and compassion helped her advance quickly through promotions at the bank. Then in August 2001, she was selected by OMRF Trustees as their first CEO/Executive Director. OMRF now has 10 employees and manages assets exceeding 650 million dollars for 13,000 city, town, or public trust employees. She has announced her December 31 retirement as CEO/Executive Director of the Oklahoma Municipal Retirement Fund, with whom she has been affiliated for over 34 years, since June 1, 1979.
She is credentialed by the American Bankers Association as a Certified Retirement Services Professional and has served since 2007 as Treasurer of the Oklahoma Hall of Fame for City and Town Officials Foundation. She serves on the OML Pension Reform Working Group.
Cindy is credited with providing critical guidance to the Board in establishing the OMRF programs for “Rule of 80”, defined contribution and hybrid plans, self-directed investment options, participant loans, and monthly allocations. She is consulted by varied organizations and individuals as a source for appropriate language on many Bills addressing Oklahoma public pension legislation and is a frequent instructor on pension and financial planning issues for all public sector professional associations in Oklahoma.
