Anthony M. Francisco
Multi-talented only begins to describe Anthony Francisco. This City of Norman official has distinguished himself as a performer as well as a local government treasury officer. He has traveled extensively on behalf of the Association of Public Treasurers of the United States and Canada, serving as a critical link to the success of the organization’s educational programs. Many in the state acknowledge him as THE driving force that in 2010 brought to Oklahoma City the Public Treasurers national conference. Anthony also serves on boards for the Norman Arts Council and Norman Music Alliance - as well as the Oklahoma City Ambassadors Concert Choir - and in Oklahoma City for the Northeast Academy of Health Science and Engineering Enterprise
He is the Chief Financial Officer for the City of Norman, fulfilling the duties of Finance Director, Controller, and City Treasurer. His 26-year municipal career includes seven years in the Treasurer’s Office for the City of Oklahoma City.
Anthony authored in 1997 a Cash Handling Training Manual that is now one of two manuals published by the Association of Public Treasurers of the United States and Canada. He has taught cash handling practices to municipal officials throughout the country.
He served on the Oklahoma Firefighters Pension Board from 1998 to 2012. He is one of seven Trustees for the Oklahoma City Metropolitan Area Public Schools Trust (OCMAPS Trust) the governing body responsible for school sales tax funds and management of the related construction projects for the City of Oklahoma City. He served from 1997-2001 on the Board of Directors of the Oklahoma Institute for Child Advocacy, including service as Board Vice President.
Anthony was the 2011 recipient of the Dr. Jackson R.E. Phillips Award, the most honored award from the Association of Public Treasurers of the United States and Canada. The award recognizes one individual annually for professional leadership and significant contributions in the field of treasury management.
