Victor Randolph (Randy) Ewing
He is currently the Central Services Director for the City of Jenks, after serving as City Manager there for 26 years, beginning on September 8, 1981. Ewing was the 1996 recipient of the Don Rider Award from the Oklahoma Municipal League that recognizes an individual for significant contributions to their community as well as their profession through personal growth and involvement.
He has served for many years in regional leadership posts as a member of the Boards of Directors of the Tulsa-area Metropolitan Environmental Trust, Indian Nations Council of Governments, the Urban Transportation Policy Committee, and the Regional Metropolitan Utility Authority.
Ewing helped to initiate the Biennial Budget process in Jenks, and this process has since been adopted in other communities. He was a leader and moving force in the development of the “96th Street Bridge” across the Arkansas River leading to tremendous growth in that part of the greater metropolitan area. Randy is credited by peers for his innovation, professionalism, and persistence in crafting solutions to local and regional challenges; especially for his ability to bring about collaborative efforts involving many stakeholders and innovative financing involving multiple funding sources. He also initiated legislation for the inclusion of non-disclosure statements as part of the Purchase Order Act.
